Diamond accents refer to smaller diamonds that accompany a larger 'center' diamond. For example if we look at a diamond engagement ring with a main 1 carat center diamond and smaller diamonds on the sides totaling another 0.20 carat, we'd call those smaller diamonds the diamond accents. Some jewelers will refer to any small diamonds that accent a piece of jewelry as the accents, but for me it makes more sense when there's a larger stone as the centerpiece and accents as a secondary point of focus.
